NOTICE OF RACE

VENUE

The Yachtclub Scharbeuts Ostsee, the  German Dart 18 Class Association and the International Dart Association have the pleasure in inviting you to participate in the Dart 18 World Championship 2017. The regatta will be sailed on the Baltic Sea, off Scharbeutz, Germany.

The Organizing Authority is the Yachtclub Scharbeutz Ostsee, YSCO.

1. RULES

1.1
The regatta will be governed by the rules as defined in the ISAF Racing Rules of Sailing (RRS).

1.2
The regatta will be governed by the IDA Championchip rules, if not altered by this Notice of Race or the Sailing Instructions

The German Sailing Association prescriptions will not apply

1.4
Sails shall carry the full sail numbers and National Letters on the mainsail. In a change to RRS 77 and Appendix G, these shall be affixed to the panel under the sail numbers.

The sailing instructions may contain minor changes to the RRS.
Any changes in the Notice of Race (RRS 89.2) will be published at the website dartworlds2017.com and at the official notice board.

If there is a conflict between languages the English text is significant.

2. ADVERTISING AND IDENTIFICATION

In accordance with ISAF Regulation 20.4, boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority.

3. ELIGIBILITY AND ENTRY

3.1
The regatta is open to all boats of the International Dart 18 Class.

3.2
The person in charge or the boat’s owner shall be a full paid-up member of his National Dart 18 Association. The membership details shall be stated when entering. Proof of membership shall be presented at registration. Competitors shall comply with the ISAF Eligibility Code (ISAF Regulation 19), which requires that all competitors (helmspersons and all other    crew) shall be members of their National Authority or one of its affiliated organizations. Eligible boats may enter by completing the entry form via the website www.dartworlds2017.com together with the required entry fee made payable by bank order within 14 days after the online registration has been made. Entries received without payment will not be confirmed until the entry fee is received in time. A list of confirmed entries will be posted weekly on the event website together with a list of entries that are not confirmed. Entries that are not confirmed may be rejected in favor of later confirmed entries.

Entries shall be received on 1. August 2017. Late entries may be accepted at the sole discretion of the Organizing Authority.

3.5 Each competitor shall  and sign the registration form at the race office. Registration includes third party liability insurance. The race office is located inside the Yachtclub Scharbeutz Ostsee. Only entries of boats that have completed all registration requirements will be accepted as an entry.

4. FEES

The entry fee is 280 Euro if received before 31.12.2016,  325 Euro if received between January 1 and 30 June 2017 and 350 Euro after June 30 2017.

5. RACING FORMAT

5.1
The regatta consists of a single fleet series.

5.2.
12 Races are sheduled.

6.2 The time of the first warning signal on August 06 th and the following Race Days will be 1100 Changes will be posted on the official notice board.

6.3 Each day succeeding races will be started as soon as practicable after the finish of the previous race.

6.4    Any race whose warning signal is not given by 1500 on the last day of the regatta will be abandoned.

The social program will be released in the Sailing Instructions and the website dartworlds2017.com

7.  MEASUREMENTS AND INSPECTIONS

7.1
Each boat shall produce a written proof of insurance, see also NOR 3.7.

7.2
Information on equipment inspection will be posted on the official notice board. Boats shall be presented with all equipment that shall be used in the regatta. Competitors shall use only one set of hulls, set of sails, and set of rudders, which shall be identified at inspection.

7.3
Equipment inspection will take place at the boat park between the following dates and times: 04.August from  1300– 1900, 05.August from 900-1200 and 1300 – 1800. Equipment inspection outside these times will only be possible at the discretion of the regatta measurer.

7.4
Wet clothing and equipment checks may be made throughout the regatta at the discretion of the race committee or the jury.

8. SAILING INSTRUCTIONS

The Sailing Instructions will be available from 15.07. 2017 and will be posted on the Website www.dartworlds2017.com. Hard copies will be available at the Race Office upon registration.

9. VENUE

9.1
Attachment 2 shows the location of the regatta harbor and the Race Office.

10. THE COURSES     

The races will be windward/leeward courses with spreader buoy and downwind gate. Course diagrams will be included in the sailing instructions.

11. PENALTY SYSTEM          

11.1
An International Jury will be appointed. Decisions of the International Jury will be final as provided in RRS 70.5.

11.2
RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

11.3
Arbitration will be in effect for protests involving RRS Part 2. 

12. SCORING

12.1
Four races are required to be completed to constitute a series.

12.2
When 5 or more races have been 
completed, a boat’s series will be the total of her race scores excluding her worst score.

When 9 or more races have been completed, a boat’s series will be the total of her race scores excluding her two worst scores.

13. SUPPORT BOATS

All coach- and support boats shall be registered at the Race Office before the start of the first race and will be required to comply with local legislation and Event Support boat Regulations.

Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the starting sequence until all boats have finished or the race committee signals a postponement, general recall or abandonment. Support boats shall comply with any reasonable request from a regatta official.

14. BERTHING         
Boats shall be kept in their assigned places in the boat park.

15. RADIO COMMUNICATION            
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones.

16. PRIZES
Prizes will be awarded as follows: the Class perpetual trophies will be awarded to each member of the crew of the top 5 boats with the lowest overall score. The Organizing Authority may award additional prizes.

17. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

18.  INSURANCE      
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EUR 1.500.000 per incident or the equivalent.

19. MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT
19.1
By participating in the event, competitors automatically grant to the Organizing Authority and their sponsors the right in
perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

19.2
Competitors may be required to attend a media press conference or may be required for interviews at the regatta.

20. RACE OFFICE
The race office inside the YCSO  will be open from August 4, 2017 from 12pm – 19pm clock.

22. DARTWORLDS2017 ORGANIZER

Participants shall park their boats on the beach are marked near the Club YSCO and road-trailers on the premises of the Club YSCO.Cars shall be parked in the designated parking areas near the Club YSCO. Please follow the instructions at the site.
